The paper is devoted to the classification of coadjoint orbits of the groups of symplectomorphisms and Hamiltonian diffeomorphisms of closed symplectic surfaces. For this purpose, the paper classifies the Morse functions on those surfaces and exhibits their invariants, which involve the Reeb graphs of functions. The paper answers a problem due to Arnold about the invariants of invorticed fields of the 2D ideal fluids.
