The \textit{bounded negativity conjecture} states that for any smooth complex projective surface \(X\) there exists an integer \(b(X)\) such that \(C^2 \geq -b(X)\) for any reduced curve \(C \subset X\). It has been proved to be true in some cases (Del Pezzo, \(K3\), Enriques) but it is not known in general, in particular its behavior under birational transformations is not described. In this context, it is of interest to have control on the square of reduced curves on blowing ups of surfaces at particular points. In particular, when blowing up the plane at \(s\) distinct points, the square of the strict transform of a line configuration is greater than or equal to \(-4s\) (see [\textit{T. Bauer} et al., Int. Math. Res. Not., No. 19, 9456--9471 (2015; Zbl 1330.14007)]. The main goal of this paper is to generalize this result from the plane to smooth hypersurfaces in \(\mathbb{P}^3\). The main result (see Main Theorem 1.4) is the following: \(S_n\) a smooth hypersurface of degree \(n \geq 4\), \(\mathcal{L}\) a line configuration on \(S_n\) whose singular locus is made of \(s\) distinct point; the square of the strict transform of \(\mathcal{L}\) via the blowing up of \(S_n\) at the singular locus of \(\mathcal{L}\) is greater than \(-4s-2n(n-1)^2\). Some line configurations on \(S_n\), \(n=3,4\) are considered in detail.
