This article is the first part of an extended, complemented, and improved version of the same authors' article ``Spectra of Upper Sergeev Frequencies of Zeros and Signs of Linear Differential Equations'' [Dokl. Nats. Akad. Nauk Belarusi 60, No. 1, 24--31 (2016)]. Here, the authors compute the Borel types of Lebesgue sets of their lower and upper characteristic frequencies of zeros, signs, and roots for linear differential equations with continuous coefficients, which are treated as functions on the direct product of the space of equations with the compact-open topology and the space of initial vectors of solutions.
