The subject of the paper is the study, in the case of cubics, of the interplay between artinian idials \(I\subset R := k[x_0,n,\dots,x_n]\) not possessing the WLP (weak Lefschetz Property) and projections of Veronese varieties satisfying some Laplace equation. An artinian homogeneous ideal \(I = (F_1,\dots,F_r)\subset R\) is said to have the WLP, if it exists a linear form \(L\in R_1\), such that the map: \(\times L: (R/I)_j \rightarrow (R/I)_{j+1}\) is of maximal rank for all \(j\)'s. An \(n\)-dimensional variety \(X\subset {\mathbb P}^N\) is said to satisfy \(\delta\) Laplace equations if at its generic point \(x\) its \(s\)-obsulating space \(T_x^{(s)}(X)\) has dimension \({n+s\choose n} -1-\delta\) (i.e. \(\delta\) less than expected), for some \(s\). Clearly only the case \(N\geq {n+s\choose n} -1\) is of interest. Let \(V(n,d)\) be the \(d\)-ple Veronese embedding of \({\mathbb P}^n\) into \({\mathbb P}^N\), \(N={n+d \choose n}-1\), and let \(X\) be its projection into \({\mathbb P}^{N-r}\) with center of projection \(\langle F_1,\dots ,F_r\rangle\), where \(F_i\in R_d\). When \(I=(F_1,\dots,F_r)\) is an artinian ring, it is known that \(I\) does not satisfy the WLP if and only if \(X\) satisfies some Laplace equation. In this case \(F_1,\dots,F_r\) is said to be a Togliatti system. In this paper the case \(d=3\) is studied (Togliatti cubics), and when \(I\) is a monomial ideal and \(X\) is smooth,the authors are able to describe all the possible minimal Togliatti systems (i.e. Togliatti systems which do not contain a smaller one).
