The paper aims to generalize some recent works on the approximate description of multi-boson systems, developed in terms of the density-functional theories, to a system of interacting fermions (in fact, for multi-electron atoms, taking into regard the Coulomb interactions between them). A central issue is the inclusion of the Fermionic spin into the density-functional description. To this end, a new version of quantum mechanics is proposed. In particular, it reduces the description of the \(N\)-electron system to a wave function of four, rather than \(3N\), variables. It is stated that many experimentally observable consequences of the new theory coincide with those following from the orthodox quantum mechanics.
