For a closed, oriented manifold \(M\), a spectrum \(Z(T^\ast M)\) in the sense of homotopy theory, is described. Its homology is naturally isomorphic to the Floer homology of the cotangent bundle \(T^\ast M\), with respect to a Hamiltonian. \(Z(T^\ast M)\) is constructed assuming a basic smooth gluing result of \(J\)-holomorphic cylinders. Other interesting properties of \(Z(T^\ast M)\) are proved, such as that it has a \(CW\)-decomposition with one cell for every periodic solution of the associated Hamiltonian equation or that its induced cellular chain complex is exactly the Floer complex. The attaching maps in the \(CW\)-structure of \(Z(T^\ast M)\) are described in terms of the framed cobordism spaces of \(J\)-holomorphic cylinders in \(T^\ast M\) with given boundary conditions. It is proved that \(Z(T^\ast M)\) has the same homotopy type as the suspension spectrum of the free loop space \(LM\), and this generalizes ``an intriguing theorem'' of C. Viterbo, asserting that the Floer homology of \(T^\ast M\) is isomorphic to the homology of \(LM\).
