The authors present a critical analysis of the use of fractals in mathematical modeling. They express the opinion that further progress in the theory of fractals and its applications is possible only within the framework of the modern theory of complex systems. Theoretical constraints of the fractal methods which should be employed in the study of open systems are given, as well as arguments for the need to use methods from fractal theory in the study of random processes.
