The author introduces the stable field theories. These are extensions of the cohomological field theories studied by \textit{M.~Kontsevich} and \textit{Yu.~Manin} [Commun. Math. Phys. 164, No. 3, 525--562 (1994; Zbl 0853.14020)] in connection with the description of the Gromov-Witten classes. The author of the present paper makes the conjecture that a stable field theory describes relative Gromov-Witten classes. The framework of the investigation is provided by a general axiom system for topological field theories over a functor, as developed in the first part of the paper. One of the main results concerns a one-to-one correspondence between stable field theories and systems of disk correlation functions. Another result is that extended Frobenius algebras can be constructed out of the convergence points of so-called structure series.
