    Let \(q\) be a complex number, \(m\) a positive rational integer and let \(\mathbb Z_m[X]\) denote the set of non-zero polynomials with rational integer coefficients all of absolute value \(\leq m\). Define \(\ell_m(q) = \inf \{| P(q)| , P \in {\mathbb Z}_m[X], P(q) \neq 0\}\). Starting with a paper of \textit{P. Erdős, I. Joó} and \textit{V. Komornik} [Bull. Soc. Math. Fr. 118, 377--390 (1990; Zbl 0721.11005)], a number of authors have studied questions about \(\ell_m(q)\) for real \(q\). Here the author proves two new results. The first is a proof that \(\max_{m < q < m+1} \ell_m(q) = \ell_m(A_m) = A_m - m\), where \(A_m = (m + \sqrt{m^2 + 4m})/2\). The second is a characterization of complex Pisot numbers among non-real numbers of modulus \(> 1\) by the following: such a \(q\) is a complex Pisot number if and only if \(\ell_m(q) > 0\) for all \(m\). Part I, cf. Acta Math. Hung. 96, No. 4, 309--325 (2002; Zbl 1012.11092).
