A locally integrable function on \({\mathbb R}^n\) belongs to \(BMO_\phi(\omega)\), if its weighted (with respect to \(\omega\)) mean oscillation over cubes with edge length \(r\) is controlled by \(\phi(r)\). A function \(f\) is said to be \((\omega, \phi)\)-Lipschitz, if \(| f(x)-f(y)| \leq C(\omega(x) + \omega(y))\phi(| x-y| ).\) Two characterizations of \(BMO_\phi(\omega)\) are given: the first of them is given in terms of nonincreasing rearrangements, while the second one in terms of modified Riesz transforms and \((\omega, \phi)\)-Lipschitz functions.
