Singular sets on phase portraits of dynamic control system. II (Q579616)

[For part I see the paper reviewed above.] The authors use results obtained in previous papers on singular points to examine aspects of controllability for controlled dynamical systems when the control appears linearly. They determine conditions for a singular point to be a point of local controllability and for the dynamical system to be globally controllable.
