We define stability of coalitions and coalition structures for classical cooperative games in the case when the coalition is formed before a particular imputation has been chosen on the basis of a comparison of ``negotiation sets,'' which are identified with the c-cores of the coalitions. We investigate the solutions of the corresponding optimality principles.
