Using the character of organizations and the elementary results of queueing theory, a quantitative model of the hierarchy is presented. Its aim is to minimize costs, which are the sum of wage costs and costs caused by delays in decision making. With this model, the sensitivity analysis on key variables of the optimum structure is concretely discussed.
