    The authors consider three optimal control problems described by elliptic partial differential equations in an \(n\)-dimensional domain \(\Omega\) with a state constraint on the boundary \(\Gamma.\) In the first problem, the cost functional is \(J(y, u) = g(y) + h(u)\) with distributed control \[ y - \Delta y = f + Bu \] \((f\) fixed, control space \(U =\) real Hilbert space, \(B : U \to L^2(\Omega)\) linear and bounded) and a nonlinear Robin boundary condition \(\partial y / \partial n + \beta(y) \ni 0; \) the state constraint is \(F(y) \in Q\) on the boundary. In the second problem, the state constraint is the same but the state equation is \[ y-\Delta y = f \] and control is applied on the boundary condition \(\partial y / \partial n + \beta(y) \ni Bu\) in a subset \(\Gamma_1 \subseteq \Gamma;\) in the rest of the boundary the Dirichlet boundary condition \(y = 0\) takes over. The third problem is described by an elliptic variational inequality with a unilateral state constraint in \(\Omega\) and control on the Dirichlet boundary condition. All three problems include control constraints. The object is to obtain necessary conditions, and the main tool is penalization functionals.
