      The author considers the abstract control system \[ y(t) = S(t)x + \int_0^t A^\alpha S(t - s) Bu(s) ds \] where \(A\) is the infinitesimal generator of the analytic semigroup \(S(t)\) in a Hilbert space \(X\) and \(0 \leq \alpha < 1;\) the controls \(u(\cdot)\) take values in a second Hilbert space \(U\) and \(B: U \to X.\) A control \(u(\cdot) \in L^2(0, \infty; U)\) is admissible at \(x\) if \(y(\cdot)\in L^2(0, \infty; X).\) The problem \(LQ\) consists in minimizing the quadratic functional \[ J(x, u) = \int_0^\infty \{ (y(t), y(t)) + (u(t), u(t))\} dt. \] The author shows that if admissible controls exist for every \(x\) then the \(LQ\) problem has a unique solution. Unique solvability is also equivalent to exponential stabilizability and to the existence of a solution to the algebraic Riccati equation associated with the system and the functional. These theorems generalize previous results of Datko, Flandoli and Zabczyk.
