    The following systems with delayed time-varying perturbations are considered \[ \dot x(t)= Ax(t)+ BE(t) Dx(t- h),\tag{1} \] where \(A\) is a stable matrix, \(E(t)\) satisfies \(E(t) E'(t)\leq \rho^2L\). On the basis of a quadratic Lyapunov functional the following result is obtained: system (1) is quadratically stable if and only if there exists symmetric positive-definite matrices \(P\), \(T\) such that \[ \left[\begin{matrix} -T & T & 0\\ T & PA+ A'P & PB\\ 0 & B'P & -\rho^2I\end{matrix}\right]< 0,\;-T+ D'D< 0. \] Some examples are presented.
