    Given an extension \(0\to I\to A\to B\to 0\) of algebras (not necessarily with unit) over a field \(k\) of characteristic zero, \textit{J. Cuntz} and \textit{D. Quillen} [``Excision in bivariant periodic cyclic cohomology'', Invent. Math. 127, No. 1, 67-98 (1997; Zbl 0889.46054)] proved the excision property in bivariant periodic cyclic cohomology. This uses the previous work by \textit{M. Wodzicki} [``Excision in cyclic homology and in rational algebraic \(K\)-theory'', Ann. Math., II. Ser. 129, No. 3, 591-639 (1989; Zbl 0689.16013)] which gives excision for cyclic homology if \(I\) is \(H\)-unital. In the present paper the author extends Cuntz and Quillen's result to other \({\mathbb Z}/2{\mathbb Z}\)-graded cyclic homology theories, including entire, asymptotic and local bivariant cyclic cohomology. In order to extend the theorem, the author considers what he calls ``free ideal extensions'' (rather than Cuntz and Quillen's quasifree extensions). A free ideal extension is an extension of \(k\)-algebras \[ 0\to I\to A\to B\to 0 \] with a \(k\)-linear section such that \(I\) is free as an \(A\)-module. The author proceeds to prove excision for free ideal extension by an analysis of the bar complex of \(I\). Finally he extends this to arbitrary extensions for (continuous) periodic cyclic homology using Goodwillie's theorem for nilpotent extensions, thus recovering the theorem of Cuntz and Quillen and the theorem of \textit{J. Cuntz} [``Excision in periodic cyclic theory for topological algebras'', in: Cyclic cohomology and noncommutative geometry, Fields Inst. Commun. 17, 43-53 (1997; Zbl 0890.18006)]. The point of all this is that the current procedure can be applied to several other theories, and the author proves excision for entire, asymptotic and local bivariant cyclic cohomology. As an application, excision is used to evaluate entire cyclic cohomology groups for new cases. Finally a bivariant and multiplicative Chern-Connes character on Kasparov's bivariant \(K\)-theory with values in bivariant local cyclic cohomology is constructed. The author considers the ``dimension'' of a periodic cyclic (co)homology class and investigates its behaviour under the boundary map. A consequence is an affirmative answer to a question of \textit{J. Cuntz} [``Bivariante \(K\)-Theorie für lokalconvexe Algebren und der Chern-Connes-Charakter'', Doc. Math., J. DMV 2, 139-182 (1997: Zbl 0920.19004)] concerning the compatibility of the natural filtrations on bivariant \(K\)-theory and bivariant continuous periodic cyclic cohomology.
