The authors study the following perturbed hemivariational eigenvalue inequality with constraints \hskip 10mm find \((u,\lambda)\in V\times R\) such that: \hskip 10mm \(a(u,v)+ \int_\Omega(j^0(x, u(x); v(x))+ g^0(x, u(x); v(v)))dx+ \langle\phi, v\rangle\geq \lambda(u, v)\), \hskip 10mm \(\|u\|= r\), where \(V\) is a Hilbert space, densely and compactly imbedded in \(L^p(\Omega;\mathbb{R}^N\) and \(g\) and \(\phi\) play the role of small perturbations. It is proved that the number of solutions of the above problem tends to infinity together with decreasing perturbations. In the limit, the problem coincides with the inequality studied by \textit{D. Motreanu} and \textit{P. D. Panagiotopoulos} [J. Math. Anal. Appl. 197, No. 1, 75-89 (1996; Zbl 0864.49008)] (where the existence of infinitely many solutions is shown). In their proof, the authors use the theory of essential values of a functional due to \textit{M. Degiovanni} and \textit{S. Lancelotti} [Differ. Integral Equ. 8, No. 5, 981-992 (1995; Zbl 0842.35037)].
