Let \(T=\{z: | z| =1\}\) and \(\Phi^\pm (z)\) be analytic functions in \(D^\pm\), respectively. The authors consider the Riemann boundary value problem \[ \lim\limits_{r\to 1-0}(\Phi^+(rt)-a(t)\Phi^- (r^{-1}t)=f(t) \] in the sense of weak convergence (in \(L_1\)-sense). Here \(f\in L^\infty (T)\) and \(a(t)\neq 0\) is a piecewise Hölder function with a finite number of discontinuity points. They study the Fredholmness of the considered problem and show that except classical conditions it depend on the fractional parts of the real part of the jumps of the function \(\frac{\ln a(t)}{2\pi i}\) at the discontinuity points.
