      The main object of the paper under review is a linear algebraic group \(G\) defined over a number field \(k\). The author studies two equivalence relations on the set of rational points \(G(k)\): the Brauer equivalence and \(R\)-equivalence introduced by \textit{Yu.~I.~Manin} [Cubic forms. Algebra, geometry, arithmetic, Nauka, Moscow (1972; Zbl 0255.14002), North-Holland, Amsterdam (1986; Zbl 0582.14010)] and studied by \textit{J.-L.~Colliot-Thélène} and \textit{J.-J.~Sansuc} [Ann. Sci. Éc. Norm. Supér., IV. Sér. 10, 175-229 (1977; Zbl 0356.14007)]. His goal is to compute \(G(k)/\text{Br}\) and, for some groups, \(G(k)/R\) as well as to reprove some basic results due to \textit{Ph. Gille} [Publ. Math., Inst. Hautes Étud. Sci. 86, 199-235 (1997; Zbl 0943.20044)]. Some applications to weak approximation property are also considered. \textit{Ph. Gille} in his review in MR (see MR 2001i:14025) pointed out a gap in the author's arguments concerning the computation of \(G(k)/R\).
