The author considers a linear second-order differential operator on the interval \((0,1)\) with coefficients having singularities at the endpoints of \((0,1)\). The domain of the operator is the set of scalar functions which, together with their first derivatives, may have countably many jump discontinuities. Implicit and explicit shift formulas are obtained. These formulas are used to prove the Bessel inequality and conditions for the unconditional basis property of a system of root functions of the operator in \(L_2(0,1)\).
