The goal of the paper is to generalize to locally convex spaces the concept of super-efficiency and its characterization that, in the case of normed spaces, are due to \textit{J. Borwein} and \textit{D. Zhuang} [Trans. Am. Math. Soc. 338, No. 1, 105--122 (1993; Zbl 0796.90045), Z. Oper. Res. 35, No. 3, 175--184 (1991; Zbl 0777.90050)].
