      The Singer group of \(PG(3,q)\) is a cyclic group of order \(q^3+q^2+q+1\) and acts regularly on the points and planes of \(PG(3,q)\). There are \(q+1\) line orbits of this group, \(q\) of which are ``full'' (consisting of \(q^3+q^2+q+1\) lines) and one is ``short'' of size \(q^2 + 1\). The short orbit is a regular spread. NEWLINENEWLINENEWLINEUsing the \(GF(q^4)\) representation of \(PG(3,q)\) the authors are able to classify the reguli that are contained in these line orbits. Using this classification the authors construct a group divisible design whose elements are the lines of a full Singer line orbit and whose blocks are reguli, dual conics or quadratic cones. The classification also leads to other constructions; maximal partial spreads of deficiency \(q\), and a 3-design whose parameters are those of a \((q+1)\)-fold cover of an inversive plane of order \(q\) (but no inversive plane subdesign has been found).
