A dissipative Euler equation for an incompressible fluid in an open bounded domain \(D\subset\mathbb{R}^2\) is considered, i.e., \[ { \partial u\over\partial t}+(u\cdot\nabla)u= -\nabla p-\xi u+f,\quad\nabla \cdot u=0\;t\geq 0,\;x\in D, \] with the boundary condition \(u\cdot n=0\) on \(\partial D\) and the initial condition \(u|_{t=0}=u_0.\) The existence of a global attractor in a weak sense is proved. The dynamics in this approach are the corresponding shift in the space of paths. In this 2-dimensional case we do not have the usual compactness properties of the dynamics. To solve this problem, a notion of attractor relative to a pair \((d, \delta)\) of topologies is introduced. The weak attractor is shown to be bounded in the \(d\)-topology, compact in the \(\delta\)-topology, and the dynamics are shown to map \(d\)-bounded sets into sets which are \(d\)-bounded and \(\delta\)-compact. In the last section, the abstract theory is applied to the dissipative Euler equations.
