The author considers an increasing sequence \(\mathbb Q_p=K_1\subset K_2\subset \ldots \subset K_n\subset \ldots\) of finite algebraic extensions of the field of \(p\)-adic numbers. The union \(B=\bigcup_{n=1}^\infty K_n\) is a topological vector space over \(\mathbb Q_p\) with the inductive limit topology. It is shown that a consistent family of Borel measures on \(K_n\) can be lifted to a Borel measure on the conjugate space \(B^*\), and that any Borel measure on \(B^*\) can be obtained via this procedure. A similar extension theorem is proved for semigroups of probability measures; a description of consistent families of symmetric probability measures is given. In particular, an extension of an appropriate family of semigroups of measures on \(K_n\) leads to a stable-like Markov process on \(B^*\). The case of Gaussian measures was considered earlier by the reviewer [\textit{A. N. Kochubei}, Potential Anal. 10, No. 3, 305--325 (1999; Zbl 1023.60501)]. For further results in this direction see [\textit{A. N. Kochubei}, Lect. Notes Pure Appl. Math. 207, 167--178 (1999; Zbl 1009.47018) and ``Pseudo-differential equations and stochastics over non-Archimedean fields'' (2001; Zbl 0984.11063)].
