A fuzzy set \(X\) is defined in terms of a membership function \(\mu\colon X\mapsto[0,1]\), \(X\) is identified with the support \(\text{supp }\mu\) in this paper. Let a fuzzy set \(G\) be a fuzzy group. If \(\mu_G(e_G)=1\), then \(G\) is called standardized. For a given fuzzy set \(X\), a mapping \(\psi\colon X\mapsto X\) is called a bounded permutation of \(X\) if it is a bijection and there exist a bound \(\alpha\), \(0<\alpha\leq 1\) such that \(\mu_X(\psi(x))\geq\min(\alpha,\mu_X(x))\) and \(\mu_X(\psi^{-1}(x))\geq\min(\alpha,\mu_X(x))\), \(\forall x\in X\). The authors extend the notions of normal subgroup and group operating on a set to the larger universe of fuzzy sets, prove that all operations of a fuzzy group \(G\) on the fuzzy set \(X\) are given by group homomorphisms \(\phi\colon G\mapsto\text{BPer}(X)\), where \(\text{BPer}(X)\) is the set of all bounded permutations of \(X\). Let \(G\) be a fuzzy group, \(X=2^G\) with \(\mu_X(A)=\sup_{a\in A}\mu_G(a)\), \(\forall A\subseteq G\). Then \(X\) is a fuzzy set and the operation \(*\) defined by \(g*A=\{gag^{-1}\mid a\in A\}\) is a fuzzy group \(G\) operating by conjugation on the fuzzy set \(X\). The definition of fuzzy subgroups is somewhat different from other definitions in the literature [\textit{J. M. Anthony, H. Sherwood}, J. Math. Anal. Appl. 69, 124-130 (1979; Zbl 0413.20041)]. There are some interesting examples in this paper.
