    The authors consider the operator \(H(x)\) defined on \(l^2(\mathbb Z_+)\) as \[ (H(x)\psi )_n=\psi_{n+1}+\psi_{n-1}+\lambda \cos (2^nx)\psi_n,\quad n\geq 0, \] with the boundary condition \(\psi_{-1}=0\). Here \(x\in [0,2\pi )\), \(\lambda \in \mathbb R\). It is shown that, for almost all \(x\), \(H(x)\) has pure point spectrum in \([-2+\delta ]\cup [\delta ,2- \delta ]\) with exponentially decaying eigenfunctions, if \(\delta >0\) and \(| \lambda | \in (0,\lambda_0(\delta ))\) are small enough. The Hölder continuity of the integrated density of states is proved. Similar results are obtained for operators on \(\mathbb Z\) with potentials of the form \(\lambda F(A^nx)\), where \(A:\;\mathbb T^2\to \mathbb T^2\) is a hyperbolic toral automorphism, \(F\in C^1(\mathbb T^2)\) with the zero integral, and \(\lambda\) is small.
