    The paper is a sequel to the previous paper of the authors [Math. Ann. 307, 343--380 (1997; Zbl 0874.46036)]. A separable \(C^*\)-algebra \(A\) is an MF algebra if it can be written as \(\varinjlim (A_n,\phi_{m,n})\) for a generalized inductive system with the \(A_n\) finite-dimensional. If the connecting maps \(\phi_{m,n}\) can be chosen to be completely positive contractions, then \(A\) is an NF algebra, and \(A\) is a strong NF algebra if the \(\phi_{m,n}\) can be chosen to be complete order embeddings. A number of characterizations of MF, NF and strong NF algebras were given in the mentioned paper. One problem left unsolved in that paper was whether every NF algebra is a strong NF algebra. The main purpose of the present paper is to answer this question. It is proved that a separable \(C^*\)-algebra is a strong NF algebra if and only if it is nuclear and inner quasidiagonal. As a consequence, the authors show that ``most'' but not all NF algebras are strongly NF.
