      The reviewer paper deals with a practical and legislatively significant problem of distinguishing between a game of chance and a game of skill. This boundary is, in practical situations, rather subjective and the paper aims to define a quantification of the relative level of skill with respect to chance of the games. The criterion, as objective as possible, is based on the rate parameters characterizing the results of the beginner, results of a real average player, and results of a virtual average player, where the term ``virtual player'' means a hypothetical player whose outcome of the chance elements are told in advance. The model is developed for one-player games, two-person zero-sum games and general \(n\)-person zero sum games. Some results are illustrated by a numerical example of two-person variation of poker.
