    Let \(F: X\to Y\), where \(X\) is a complete metric space and \(Y\) is a Banach space, be a closed set-valued map and let \(V(x):= \{y\in Y\mid d(y,F(x))\leq R\}\), where \(R\in[0,\infty)\), for \(x\in X\) (i.e. \(F\subset V\)). Suppose that \(F\) covers on \(V\) with constant not smaller than \(a> 0\), i.e., for any \(t> 0\) and \(x\in X\), \(V(x)\cap B(F(x), at)\subset F(D(x,t))\) [this property is introduced in the paper and is equivalent to the property of metric regularity introduced by the author in Russ. Math. Surv. 55, No. 3, 501-558 (2000; Zbl 0979.49017)]. Given another closed set-valued map \(\phi\), the author establishes a sufficient (too complicated to be stated here) condition -- being a measure of closeness between \(F\) and \(\Phi\) of sorts -- implying that \(\Phi\) covers \(V\) with a constant smaller than \(a-b\) where \(b< a\) is a constant involved in the condition. Next, the author studies the property of metric regularity. He provides some equivalent conditions for a closed map to be metrically regular on a closed map \(V\supset F\).
