    This paper is devoted to the establishment of a global invariant of non-wandering flows, which is a graph formed by the boundaries of quasi-minimal sets of the flow. The author shows that this graph is sensitive to the topological equivalence of non-wandering flows near their separatrix contours, which he calls a Conley-Lyapunov-Peixoto graph of the non-wandering flow. The author describes the set of all ``admissible'' Conley-Lyapunov-Peixoto graphs and shows that every element of such a set is realized by a non-wandering flow on a compact surface. The theorems are based on the author's classification of ``elementary cells'' of non-wandering flows that are analogues of the famous Andronov-Pontryagin cells of Morse-Smale flows. Here one has infinitely many such cells and their classification scheme is given in the paper. He also introduced ``rotation systems'' on graphs [Ergodic Theory Dyn. Syst. 18, 207-220 (1998; Zbl 0937.37024)]. Finally he applies Theorems 1 and 2 to the classification of Hamiltonian flows on 2-manifolds.
