Let \( M \) be a smooth manifold with an equivariant formal circle action and \( W \) an invariant submanifold of \( M \) which does not contain the fixed points of the action. NEWLINENEWLINENEWLINEThe author presents a new localization theorem which expresses the integration over \( W/S ^1 \) in terms of the integration over the set of fixed points of the action. In the picture of symplectic geometry his results imply the Jeffrey-Kirwan localization theorem for the circle action.
