A unitary transform is constructed which diagonalizes the family of orthogonal projectors in the space of solenoidal vector fields onto a family of its subspaces. This type of diagonalization is one of the main procedures in the solution of inverse problems for the dynamical Maxwell system. An isometry of the transform is proved with the help of the operator Riccati equation for the Neumann-to-Dirichlet map.
