The author proves an explicit sieve upper bound for shifted primes, which is based on the large sieve inequality of Montgomery and Vaughan. Then he applies his result to prove \({{\sigma(\varphi(m))}\over{m}} \geq {1 \over {39.4}}\) for all natural numbers \(m\) (\(\varphi)\) is Euler's totient function, \(\sigma\) the sum of positive divisors). A question of Makowski and Schinzel is whether the lower bound \(1 \over {39.4}\) can be replaced by \(1 \over 2\).
