The authors give solutions for a Hamiltonian equations considered as a perturbed harmonic oscillator. With the Krylov-Bogolyubov-Mitropolsky method, they integrate the perturbed harmonic oscillator equations which govern the title problem. This method has no difficulties with small eccentricities and small inclinations.
