Among the connected, simply connected and complete Riemannian manifolds, the homogeneous ones were characterized by \textit{W. Ambrose} and \textit{I. M. Singer} [Duke Math. J. 25, 647-669 (1958; Zbl 0134.17802)] with a tensor field \(S\) of type \((1,2)\). In the paper of \textit{F. Tricerri} and \textit{L. Vanhecke} [LMS Lecture Note Series 83 (1983; Zbl 0509.53043)] they are classified and the first of these classes is denoted by \(S_1\). A similar classification is given by \textit{P. M. Gadea} and \textit{J. A. Oubina} [Monatsh. Math. 124, No. 1, 17-34 (1997; Zbl 0901.53036)] for pseudo-Riemannian manifolds, where a condition for the nondegenerate homogeneous structures to be of type \(S_1\) is proved. The degenerate case is solved in the present paper. Thus the (general pseudo-Riemannian) class \(S_1\) of homogeneous structures is fully determined.
