    Given a totally real number field \(L\), one can consider Hilbert modular forms whose weights are given by characters of a certain algebraic group over the ring \(\mathcal O_L\) of integers of \(L\). Let \(p\) be an inert prime that is unramified in \(L\). In this paper the author studies the ideal consisting of Hilbert modular forms with \(q\)-expansion zero modulo \(p^m\). He finds canonical elements in such an ideal and obtains as a corollary the congruences for the values of the zeta function of \(L\). The methods used are geometric and have applications to liftings of Hilbert modular forms and compactifications of certain Hilbert modular varieties.
