    The author considers a Cauchy problem associated with the operator-differential expression \[ L(D_t, A)u:= a(t) D^2_t u+ b(t) D_t u+ Au \] in a finite interval \(V_t:= (T_1,T_2)\subset \mathbb{R}\), where \(a(t)= a_1\chi_{(0,T_1)}(t)\), \(b(t)= a_2 t^\alpha \chi_{(0,T_2)}(t)\) are complex-valued (\(\chi\) denoting the characteristic function), and \(A:{\mathcal H}\to{\mathcal H}\) (with \({\mathcal H}\) a complex Hilbert space) commutes with the differentiation \(D_t\). The main concern is the influence of the parameters \(\alpha\), \(\alpha_1\), \(\alpha_2\) and the operator \(A\) on the unique solvability of \[ L(D_t, A)u= f,\quad u(T_1)= D_t u(T_1)= 0, \] for arbitrary \(f\in H= L^2(V_t,{\mathcal H})\), and the spectral properties of an operator realization of \(L(D_t, A)\) in \(H\).
