This paper presents a set of necessary and sufficient conditions for an \(n\)-dimensional semi-Riemannian manifold \(M\) to be conformal to an Einstein space. For a vector field \(T\) on \(M\), the \((0,3)\) tensor \(C_T\) given by \[ C_T(X,Y,Z)= (\text{div}_TW) (X,Y,Z)-(3-n) W(X,Y,Z,T) \] is called the conformal \(C\)-space integrability tensor, where \(\text{div}_TW\) denotes the divergence of the Weyl tensor. The unique solution of the equation \(C_T=0\) is proven to be the vector of the form expressed in terms of the frame field \(E_i\) as \[ \widetilde T={1\over(n-1)(n-3)}\sum^n_{i,k=1} \varepsilon_i \varepsilon_k \cdot W^{-1}\bigl[ (\text{div}_TW)E_i \bigr]\langle E_i,E_k\rangle E_k. \] The following statement may be the representative theorem among all extant ones: a semi-Riemannian manifold with a nondegenerate Weyl tensor is locally related to an Einstein space if and only if the vector field \(\widetilde T\) satisfies \(\text{Ric}^c+(n-2)F_{\widetilde T}=0\), where \(F_V\) for any vector field \(V\) is defined by \[ F_V(X,Y)=\langle \nabla_XV,Y\rangle + \langle X,V \rangle\langle Y,Y\rangle-{1\over n} \bigl[\text{div} V+\langle V,V \rangle \bigr]\langle X,Y\rangle. \]
