Linear infinite-dimensional discrete-time control systems with multiple delays in the control are considered. Using the Hilbert uniqueness method and the theory of linear operators, exact controllability conditions are formulated and proved. It is generally assumed that the values of controls are unconstrained and the time interval is finite. Next, using a controllability assumption, quadratic cost control problems for the considered control systems are discussed and effectively solved. Finally, an illustrative example taken from distributed parameter control systems is presented. The discretization of a parabolic type partial differential equation is also discussed. Moreover, several remarks and comments on controllability and optimal control problems for discrete control systems are given. The publication extends the results given in [\textit{J. Karrakchou} and \textit{M. Rachik}, Arch. Control Sci. 4, 37-53 (1995; Zbl 0859.49005)].
