This paper discusses the first steps in a program intended to classify open manifolds. The paper constructs various uniform spaces of proper metric spaces. A manifold is to be given a complete Riemannian metric and the manifolds are to be classified by first knowing to which component of a given uniform space it belongs and then by classification within the component.
