The author studies the scale-similarity hypothesis to the closure problem which arises from averaging the nonlinear term in large eddy simulation. The method consists in finding solutions satisfying initial, normalization and periodic boundary conditions, and possessing an appropriate turbulent viscosity coefficient. The solution of the problem is a model of local averages of the true solution to Navier-Stokes equations. The author proves the consistency in the limit, i.e. that the difference between the solution of the stated problem and the true solution tends to zero when the averaging ratio tends to zero. The proofs are based on inequalities and Gronwall lemma.
