This paper uses the following notion introduced by R. J. Daverman. A closed connected \(n\)-manifold \(N\) is a codimension \(k\) fibrator if each proper map \(p:M\to B\) from an \((n+k)\)-manifold \(M\) onto a finite dimensional space \(B\) each fiber of which is shape equivalent to \(N\) is an approximate fibration. When one requires that \(M\) is orientable then we talk about a codimension \(k\) orientable fibrator. It is well known that not every orientable \(S^1\)-bundle over the torus \(T\) is a codimension 2 orientable fibrator and that there exist twisted \(S^1\)-bundles over the Klein bottle \(K\) which are not codimension 2 fibrators. The main effort in this paper is to prove a theorem which gives necessary and sufficient conditions for an orientable \(S^1\)-bundle \(N\) over the Klein bottle to be a codimension 2 orientable fibrator. The author defines a certain integer \(b\) which he calls the obstruction class of \(N\) and shows that \(N\) is a codimension 2 orientable fibrator if and only if \(b\) is an even integer different from zero.
