The paper establishes some necessary and sufficient conditions for a real function \(f\) on \(\mathbb R^n\) to be of class \(C^{k,1}\), that is \(k\) times differentiable with locally Lipschitz \(k\)-th derivative. The main result is, that if \(f\) is locally bounded, then \(f\) is of class \(C^{k,1}\) if and only if for each point \(x^0\) there exist neighbourhoods \(U\subset \mathbb{R}^n\) of \(x^0\) and \(V\subset R\) of \(0\), such that the divided difference \(\Delta^d_{k+1}f(x;h)/h^{k+1}\) is bounded on \(U\times (V\setminus \{0\})\) uniformly with respect to \(d\in S^1=\{v\in \mathbb{R}^n:\,\| v\| =1\}\), that is, there is a constant \(M\), such that \[ \left| \,{\Delta^d_{k+1}f(x;h)\over h^{k+1}}\,\right| \leq M,\quad \forall x\in U,\,\, \forall h\in V\setminus\{0\},\,\,\text{ and}\,\, \forall d\in S^1\,. \] Here as usual for a positive integer \(\nu\) it is put \( \Delta^d_{\nu}f(x;h)=\sum_{i=1}^k (-1)^{\nu-i} {k \choose i} f(x+ihd). \) This result is applied to deduce a Taylor expansion formula of order \(k\) for a \(C^{k,1}\) function \(f\), in which the rest is expressed in terms of the \((k+1)\)-th Riemann derivative of \(f\).
