    The existence of a global frame on every oriented, connected 3-dimensional manifold is useful in developing a global frame method in 3-dimensional geometry and topology. In fact, given an oriented, connected 3-manifold \(M\) and a global frame \(\{e_1,e_2,e_3\}\) on \(M\), one considers a distinguished metric \(g\), that is a Riemannian metric which makes \(\{e_1,e_2,e_3\}\) an orthonormal frame. Firstly, the author states an explicit formula which expresses the Riemannian curvature of \((M, g)\) in terms of the Poisson matrix of \(M\) associated with \(\{e_1,e_2,e_3\}\). This is useful in the study of 3-CPM manifolds, namely those which carry a global frame such that the associated Poisson matrix is constant. The author proves that, in this case, the Poisson matrix is simplified to a canonical form, so obtaining an algebraic classification of 3-CPM manifolds and also the explicit expression of their sectional curvatures. Moreover, the topological structure of 3-CPM manifolds is studied using the theory of transformation groups. In particular, each homogeneous space \(G/H\) is a 3-CPM manifold, provided that \(H\) is a discrete subgroup of a 3-dimensional Lie group \(G\). Vice versa, if \(M\) is a 3-CPM manifold with complete distinguished metric, then \(M\) is a homogeneous space of a 3-dimensional Lie group. The classification of \textit{F. Raymond} and \textit{A. T. Vasquez} [Topology Appl. 12, 161--179 (1981; Zbl 0468.57009)] is then applied to describe the considered spaces \(G/H\), giving the simply connected form of \(G\) and its discrete subgroup \(H\), according to the Poisson type of the 3-CPM manifold.
