\textit{B. M. Singh} and \textit{R. S. Dhaliwal} [Int. J. Eng. Sci. 15, 171-175 (1977)] solved a static torsion problem for a homogeneous isotropic elastic layer \((0\leq z\leq h)\) of finite thickness \(h\) on which two circular discs \((z=0\), \(0\leq r\leq r_1)\) and \((z=h\), \(0\leq r\leq r_2)\) are forced to rotate through different angles, by reducing the problem to a pair of simultaneous Fredholm integral equations for two auxiliary functions. In the present paper the Singh-Dhaliwal solution is generalized to include a nonhomogeneous isotropic elastic layer in which the shear modulus has the form \(\mu(z,r)= \mu_{ab} r^az^b\) \((a\geq 0\), \(0\leq b<1\), \(\mu_{ab}>0)\). Numerical results based on an approximate solution of the associated simultaneous Fredholm integral equations corresponding to the case \(b=0\), are given.
