The author proposes necessary and sufficient conditions for the existence of a solution and constructs a solution, and with a boundary integral equation method reduces the Neumann problem for the Stokes system to a system of second kind Fredholm boundary integral equations and proves that a solution of the integral equation, can be approximated using the successive approximation method.
