The following statement is known as the Tzitzeica-Johnson (TJ) property in the Euclidean plane: ``Let \(O\), \(O'\), \(O''\) be the centers of three circles of equal radii \(R\) and having a common point \(H\). The circles intersect two by two in three points (different of \(H\)) \(A,B\), and \(C\). Then the circumradius of the triangle \(ABC\) is also \(R\).'' A neutral plane is defined as a plane (collection of points and lines) satisfying only the first three groups of Hilbert's axioms: incidence, order and congruence. The authors give an analogue of the above property imposing some conditions to the Tzitzeica-Johnson property and define a generic TJ configuration in the neutral plane. Then they prove that the generic TJ configuration presents an equivalent to determination of the metric on a neutral plane.
