    The following main result is proved: Let \(A\) be a finite group acting via automorphisms on the finite group \(G\) and assume that \((|A|, |G|)=1\). a) If \(G\) has a unique \(A\)-invariant Sylow \(2\)-subgroup, then \(G\) is solvable if and only if \(G\) has no composition factor isomorphic to \(\mathrm{PSL}(2, 3^r)\) with \(r\geq 5.\) b) If \(G\) has a unique \(A\)-invariant Sylow \(3\)-subgroup, then \(G\) is solvable if and only if \(G\) has no composition factor isomorphic to either \(\mathrm{PSL}(2, 2^r)\) with \(r\geq 5\), or \(\mathrm{Sz}(q)\) with \(q=2^r\), where \(r>1\) is an odd integer. The proof uses the classification of the finite simple groups.
