    Hewitt-Stromberg \(h\)-measures \(H_h\) and \(P_h\) lie between Hausdorff \(H_h\) and packing \(P_h\) measures. They are useful for studying local properties and products of fractals. This paper establishes significant new mathematical results on Hewitt-Stromberg measures using inequalities and delicate density analysis. -- A new density theorem (Theorem 1) relates \(H_h\), \(P_h\) to the densities \(d_h^\mu\), \(\underline{d}_h^\mu\) of a measure \(\mu\): \[ C_h(E) \inf_{x\in E} d_h^\mu(x) \leq \mu(E) \leq C_h(E) \sup_{x\in E} d_h^\mu(x) \] -- Necessary and sufficient conditions for equivalence of \(H_h\), \(P_h\), and \(P_h\) are given (Proposition 1, Corollary 1). -- Weak regularity is characterized (Propositions 3-5) and a strong regularity result is proven (Theorem 4). -- Inequalities relating the \(h\)-measures of products \(E \times F\) to the component measures are shown (Theorem 5): \[ H_\phi(E) H_\psi(F) \leq H_{\phi\psi}(E\times F) \] -- A theorem states that if \(0 < H_t(E) = P_t(E) < \infty\), then \(t \in \mathbb{N}\) (Theorem 6), deduced from density and measure equivalence. -- Key proofs use inequalities between the \(h\)-measures: \[ H_h \leq P_h \leq P_h \] -- And close analysis of the upper \(d_h^\mu\) and lower \(\underline{d}_h^\mu\) densities. -- For products, properties of product measures and density arguments are employed.
